There is a great comfort in having another human form in the office. Late at night, when the floorboards at the far end of the hall near the Chief's office begin to creak, it's particularly comforting.

Of course, and I glance across to the break room, a mannequin is not much use in a fire-fight. Well, perhaps as fuel, but I doubt how combustible a mannequin really is. And that flannel shirt is probably flame-retardant, too.
